Bellwether: The leading sheep of a flock; one that leads or takes initiative; a trendsetter.

ORIGIN: Usually, sheep are creatures that prefer to follow rather than lead. However, in every flock, one sheep must stand amongst the others to lead the way. Historically, it was common practice for shepherds to hang a bell around the neck of one sheep in their flock, designating it as the lead sheep. This animal was called the bellwether. Over time, bellwether was used to describe someone who takes initiative, leads the way, or actively establishes a trend that others then follow.
